Opening a market demands sustained presence, weekly follow-up and months of persistence on accounts that do not yet invoice. That work competes directly with the accounts that do invoice, and in that competition the new market almost always loses. We supply the hours and the local presence that work requires, within the judgement your function has already established.

This is the argument that matters most to an export function: how execution is sustained when the department cannot be in the market every week.
